I have examined the accompanying Ordinance. intituled an Ordinance to regulate the entry and departure of persons into and out of the Colony, to prohibit the entry of undesirable immigrants and to confer various powers in connection therewith, and am of opinion that it is one which is not contrary to the Governor's instructions.

2. This Ordinance repeals the Passports Ordinance, 1923, which delegated to the Governor in Council the power of regulating the admission of persons in to the Colony, and

substitutes new provisions enacted by the legis la ture.

These are derived mainly, as to Part I, from the Travellers

Restriction Ordinance, 1915, which will be repealed by

3380 the Registration of Persons Ordinance, 1934, on the coming

into force of that Ordinance on the 1st June, 1934, and

from the Straits Settlements Passengers Restriction Or-

dinance No.169 as amended by the Straits Settlements

Ordinance No.1 of 1932, and, as to Part II, from the

existing Passport Regulations which were published by Government Notification No.361 of 1932 in the Hong Kong

Government Gazette of the 10th June, 1932.
